When Social Service authorities conduct a surprise raid, dozens of prostitutes are taken into rehabilitation. The film then becomes a promotional movie on rehabilitation as much of their daily activities are shown, along with dollops of moral advice. The narrative reveals Wito, the corrupt head of the guards. He seduces women residents under his supervision, steals money, and takes side jobs outside. It is hinted that his wife left him for another man. One of the side jobs involves a former resident, Tuti Kasiman, who wants to trap her husband at his mistress's place. Tuti and her husband's mistress are then raped by Wito. Sogi has recognized Wito’s criminal behaviour for a while. She then reports to Mrs. Rah, the head of the rehab. They decide to trap him with Neneng as bait. Wito is then arrested.
